What happened
The request asked for `audience: "staff"`, which gives the assistant RSX's internal knowledge, with a key that does not hold the `ai:knowledge:staff` scope.

What to do
Use `audience: "public"`. Staff knowledge is granted to internal consumers by an RSX admin.
