What happened
The API key has spent its RSX AI budget for the day, measured in Workers AI neurons, or its budget is 0 and it is switched off. Nothing was run. Budgets reset at midnight UTC.

What to do
Wait for the `Retry-After` header's number of seconds. If the key needs more, ask an RSX admin to raise its budget.
