What happened
An RSX resource such as RSX MCP asked to act in an application on a person's behalf, and that application does not accept agents from it. Returned only on an internal call between RSX services; an agent sees it relayed as the reason a tool was refused.

What to do
An RSX admin can allow it at admin.rsx.group: Applications, then the application being reached, then Agent access. Until then, nothing an agent does can reach that application.
