What happened
The file is not an image RSX can use as a profile picture, or it could not be decoded. PNG, JPEG, GIF, WebP and AVIF are accepted.

What to do
Save the image as PNG or JPEG and upload that.

The body is application/problem+json. detail varies with the request; everything else is what you see here.
