What happened
The work item named a milestone, label or specification belonging to a different project, or named more than one governing specification. Platform-wide labels are attachable from anywhere; a project's own are not.

Use a milestone, label or specification from the work item's own project, or a platform-wide label. A work item can be governed by at most one specification.
