What happened
Storage rejected the list of parts when assembling the final object, usually because a part is missing, was re-uploaded, or has a mismatched ETag.

What to do
Re-upload the parts and finalise again, sending each part's ETag exactly as storage returned it.

The body is application/problem+json. detail varies with the request; everything else is what you see here.
