What happened
The key is valid and holds the right scope, but the package belongs to a different key. A package belongs to the key that created it, because every key on this surface holds the same scopes and scope alone cannot keep two publishers out of each other's namespaces.

What to do
Publish with the key that owns the package, or ask a platform administrator to grant this key write access to it.
