What happened
No package of that name exists under that protocol, or it exists and this key is not among the consumers it is available to. The two answer the same way on purpose: a package whose audience has been narrowed should not be discoverable by guessing its name.

What to do
Check the protocol and the exact name, including the scope for an npm package. If you expect access, ask a platform administrator whether the package is restricted.
