What happened
The version was declared but not all of its artefacts have been uploaded and verified, so it cannot be resolved. A release becomes resolvable when its last artefact arrives, never before.

What to do
If you are publishing, upload the outstanding artefacts; /registry/v1/versions/get shows which ones they are. If you are consuming, the publisher's upload did not finish.

The body is application/problem+json. detail varies with the request; everything else is what you see here.
