What happened
The API key already has as many assistant turns running as it is allowed at once. The cap is what bounds how far past its budget a key can go, because a turn's cost is known only when it ends.

What to do
Wait for a turn to finish and retry after the `Retry-After` header's seconds. Queue turns on your side rather than sending them all at once.
