What happened
The webhook receiver has no signing secret configured, so it cannot verify that a delivery came from GitHub.

An RSX admin needs to set the receiver's webhook secret. See docs/deployment.md.

The body is application/problem+json. detail varies with the request; everything else is what you see here.
